In conformity with the established concept, virtually all the 2012 Olympic programme events are to be held within Moscow’s city limits. The sailing competitions, being the only exception, are to be held on the water reservoir (an artificial lake, which is a part of the Moscow-Volga River System), located in the immediate suburb just several kilometres north of the City’s administrative boundary line, adjacent to the City district of the Moscow Region (another subject of the Federation).
However, in accordance with guidelines that specify the separation of authority between Moscow City and the Moscow Region, and which regulates joint activities in major leisure locations of Moscow residents, no special permissions from or consent of the regional or district authorities for holding sports events at this venue are required.
