According to RF legislation, the telecommunications sector is within the authority of the Ministry of Information Technologies and Telecommunications and a number of its subordinate bodies. One of these, the Federal Agency for Supervision in the Telecommunications Sector, is vested with the authority to issue licences to supply telecommunications services, control the observance of appropriate terms and conditions, and to suspend, cancel and renew previously issued licences.
It should be noted that apart from the responsibilities listed above, the bodies concerned define the basic pricing trends in the area of telecommunications and coordinate the tariff policy of the companies operating herein. Furthermore, they are in charge of the quality control administration designed to ensure the conformity of telecommunications equipment and services to the public standards applied.
Similar to other markets, the competition in the telecommunications sector is monitored by the anti-monopoly authorities who work closely with the RF Ministry of Information Technologies and Telecommunications and its subordinate bodies. At the city level, the development of the telecommunications sector is placed within the competence of the Moscow City Government Transport and Telecommunications Department.
