Regulation in medical services and organisation of the health care system in Russia is based on the following:

  • Constitution of the Russian Federation
  • Fundamentals of the RF Legislation on Health Protection
  • RF Health Insurance Act
  • Medical activities licensing regulations

The above juridical documents determine the legal framework for any medical practice in the territory of Russia and Moscow.

The Russian Federation has a well-developed network of medical institutions of various types, and the current health care system is comprised of state, municipal and privately-owned sections. To date, the majority of hospitals and polyclinics providing services to the population (disabled included) are municipally-administered.

The overall management of the health care system, including medical practice regulation and licensing, is controlled by the RF Health Care and Social Development Ministry as well as a number of its subordinate federal authorities.
